In a large saucepan, combine orange jello, vanilla pudding mix and hot water.

Bring mixture to a boil while stirring. Continue cooking and stirring until it turns clear orange, about 5 minutes.

Pour into large bowl and refrigerate until set, at least 4 hours or overnight.

Mix in Cool Whip with the set jello mixture using a potato masher until well combined.

Gently stir in drained mandarin oranges. Keep refrigerated until serving.
