Preheat your oven to 350°F (175°C).

Place the butter in a 9×13-inch baking dish and put it in the oven. Once the butter has completely melted, remove the dish from the oven and set it aside.

In a bowl, mix together 1 1/2 cups sugar, 4 tablespoons cocoa powder, flour, milk, baking powder, salt, and vanilla extract until well combined. Spoon this batter over the melted butter in the baking dish, but don't stir them together.

In a separate bowl, combine the 2 cups sugar and 1/2 cup cocoa powder. Sprinkle this mixture evenly over the batter in the pan. Then pour the boiling water over everything, but again, do not stir.

Bake in the preheated oven until the top has set, about 35-40 minutes. The bottom will still be loose and gooey - that's how it should be!

Let the cobbler cool for about 15 minutes before serving. Serve warm with a scoop of vanilla ice cream on top.
